switch-arch: Whitelist targets that need int128_t
ppc64 doesn't use int128_t and thus fails to build when NEED_FAKE_INT128_T
gets defined, due to its use in include/kernel/stack.h.
Continue to use it for all other targets for which "$targetlongbits" = "64".
