It can be. Depends on how much initialization you are willing to do in
OpenFirmware and how much support for Windows you have to provide. In
the case of OneLaptop, the whole point of using OpenFirmware was to be
able to fit in a much smaller prom, so the hard work was done to
intialize the system in OpenFirmware.
